This is important because the General Public of the UK are not being given a fair and accurate picture of the clear failure of the WP to provide what the public are paying for through their taxes. People are not fully aware of the "sanctioning regime", seemingly endorsed by the DWP Provider Guidance Notes and the detrimental impact it is having on the health and well being of many of the most vulnerable people in society. These tactics are actually creating barriers to work, rather than removing them. People should be aware that the DWP Provider Guidance is constantly being updated to strip the unemployed of their rights under the Data Protection Act 1998. It is also being used as a license to cut welfare expenditure by providing more avenues and extra guidance on how to issue more sanctions against WP participants. There is more information contained within the DWP Provider Guidance relevant to sanctioning people correctly, than there is information relative to helping people back into suitable full time employment. Where are our priorities? For too long now, our government has discredited the unemployed in the UK, creating a negative stereotype for everyone on benefits, including those who are doing their utmost to find work with very little support from this Work Programme. Two contentions are being widely overlooked here: a) Jobseeker's allowance is a taxable income b) No person would be able to claim anything from the welfare/benefit safety net, if they could not prove on a regular basis that they are doing everything they can to find suitable full time employment From reading the DWP Statistics, this is what they should say: 1.41 million people have partaken in the work programme 16.6% managed to find work regardless of whether this work was found through the WP or not 22,000 people – that’s 1.5% - managed to stay in employment long enough for the WP provider to claim the maximum amount of job sustainment payments. 219,000 people, roughly 15% have returned to the Jobcentre still looking for work after being on the Work Programme for over 104 weeks. The ‘corollary’ is that the failure rate has been 98.5%. The DWP Provider Guidance: 8. Providers are required to present all of their customers with a leaflet explaining the Departmental position in respect of consent to contact an individual’s employer. (A fair processing notice) 9. DWP now has a designation order in place that allows the Department and Providers to contact the customer’s employer directly to validate employment details for the above benefit groups. 10. There is no longer a requirement for you to obtain customer consent to allow DWP to contact a customer’s employer or for you to contact an employer in connection with Outcome or Sustainment payments. 11. You may also share this information with the Department for Work and Pensions. [Source: Chapter 9, Work Programme Provider Guidance] This begs the question – of the 1.5% of participants that did find suitable full time employment, how many of these people found the jobs themselves, only for the WP to take the credit and get paid, even in cases where the WP provided no assistance whatsoever? This failure has come at great cost to the tax-payer, and it seems people are generally misinformed and are allowing 'celebrities' to dominate the discourse on welfare reforms, rather than listening to those of us who are already on the receiving end. No moral conscience can simply walk on by and allow the suffering of their comrades. "When a complaint is freely heard, deeply considered and speedily reformed, then is the utmost bound of civil liberty attained, that wise men look for" (Milton, 1644) Please note that, not being experienced myself in the realms of ESA benefits, I don't feel that I qualify enough to really discuss that in much detail. But what I can say is that there was a risk highlighted by the National Audit Office upon the introduction of the Work Programme that people who the WPP's deem "easier to help back into employment" will always receive the help first. This is because the WPP's are paid on a target basis and by helping those who they deem easiest to help first, they can achieve their targets more easily and hence get paid more readily. THIS RISK IS NOT BEING MANAGED PROPERLY. The reasons the WP have provided for not managing this risk at all is that they "treat everybody equally", however in reality, this is clearly not the case and my argument is supported by the official statistics. It follows then, that if you are a person who needs extra help to find employment, unfortunately the WPP will get round to helping you last. This is disgraceful, it is unfair and it is unethical.

To give us the opportunity to go where the work is, give our young people the widest choice to access education and to stop the gentrification of our rural areas.

Housing Associations and Property Managers set rents and service charges for thousands of households in the UK. Today, there is little apparent transparency of their processes or into whether their charges are fair and offer value for money. Many members of the public simply don't trust them and see no way to change the situation without costly legal action. With many customers of these organisations falling into 'at risk' categories for one reason or another, the lack of effective regulation is leaving many at risk of debt and homelessness. For instance, Circle 33 has recently announced increases in charges which sees some shared owners in flats face increases of up to 147%. This is combined with increases in building insurance in some cases of up to 40%. No real detailed explanation as to why such a hike (if you combine the 147% and 40% together they equal 623 times the current rate of inflation) has so far been issued to all those affected by these inflation-busting increases.

I am amazed that with all the damage the current Government is doing to our great British institutions, like the NHS, education, public services generally and now the BBC; with all the protests by GP’s, economists, unions, teachers, the government pushing ahead with its privatise everything dogma, we have no new party standing up for the things 38 Degrees members and many other believe in. We need to challenge the political system as a whole, which no longer represents the people of this country, but has become self-serving and the instrument of special interests. If we simply wait for the election in 2015 with no alternative to the current parties, our great British Institutions could be dismantled by then and once broken up and sold off piecemeal it will be very difficult to put the pieces back together. No party is calling for these assaults on our society to be stopped in strong enough terms- not Labour, not any party.

Chernobyl was a 30% meltdown, it was also 1/3 the size of the smallest containment failure at Fukushima. When you add in the horrendous 'Mox' fuels, the many hundreds of thousands of spent fuel rods and the instability of the whole site with it's six compromised reactors and numerous shoddy contaminated water storage tanks, Fukushima is a monster worthy of attention and great respect, some 20 million times the potential of the Chernobyl disaster. It has already released 10,000 Chernobyl’s into the Pacific Ocean and the Whales have stopped singing completely. Dealing with Japan's leadership and TEPCO'S inability to progress this situation is vital. We are already 3 years into the projected 6 year time frame that will see the complete break down of vital and interconnected systems supporting all life in the Pacific ocean due to uncontrolled highly radioactive releases directly into the Pacific waters. The sheer magnitude of the problem is matched only by the certainty that the type of contamination released from the plant is unsurvivable for anything it comes into contact with, if not immediately then over time. Our World is in fact under the very real threat of being stripped of many of the vital attributes that make it inhabitable and the Nuclear Industry has shown it's self to be completely unaccountable. There is an iceberg of Data supporting my view that should be shared and taken seriously. There has also been a concerted effort to play down the dangers and a sea of misinformation surrounding the issue has been allowed to flow freely around in the mainstream media. So far, even testing and scientific data research has been sporadic and actively discouraged, with any data gleaned thus far being actively spun to render the results less alarming. Air, Land and Sea...Fish, Grain and soil, Young and old alike..in fact all life from the smallest to the largest forms across the planet will in time fail to flourish in accordance with their natural 'God given' potential, the kind of mutations we can expect are already starting to show in Sea life in the Pacific and along the West Coast of the States and this is only the very start. There are already plenty of examples of problems for Humans due to higher levels of Radiation, especially for young girls and the evidence base is mounting all the time. Must we wait until it is so bad we have no options remaining? Japan meanwhile presses ahead with plans to send people back into the Fukushima prefecture to live and plan to restart their vast number of Nuclear plants across the country, having done little to educate their own Citizens to the immediate dangers this will expose them to whilst shooting for the 2020 Olympic games in complete denial of their failures. The stories of corruption and mismanagement are rife concerning TEPCO but they are far too powerful to challenge and are allowed to simply lie to us all about their real situation passing a law strictly forbidding comment. That is until 38 degrees came into the picture! With a half life in the billions of years, the relentless nature of Fukushima's Radiation releases can and should not be ignored any longer. I believe it to be the single most important Global problem mankind has ever encountered. We need millions of people to voice their concern and for Japan to be held to account. The Nuclear Industry can not be allowed to continue to ignore the very real danger they have put us in for the convenience of their shareholders and commitments within the global Military Industrial Complex. Action groups like CND have become blinded to their purpose, so it has come down to us...the people..the huge pool of engaged people within the 38 degrees community to start putting heavy pressure on our elected leaders to act. Time is of the essence....we have less time than anyone could ever imagine. Three of the projected six years have already passed for all life in the Pacific ocean, this however is just Fukushima's calling card. Do not for one moment think it will not impact Great Britain. Wrong decisions are causing Clubs to lose points, and therefore could cost them millions in lost revenue in the future, players are being suspended because of wrong decisions and cheats are getting away with their antics. Managers could lose their jobs because of Refereeing mistakes, it only takes a second or two to get the decision right. The Referees need this help because they too can be demoted etc for these wrong decisions we are seeing all too frequently lately. The F.A. needs to act now or millions could be lost by relegation, Managers lose their jobs and Referees are castigated and demoted.We are now in the 21st Century, Rugby uses this system so why not Football.
